This study presents an analysis of the text of Caliph Omar Ibn Al-Khattab’s book for the governor of Egypt, Amr Ibn Al-Aas, in the light of the theory of paths and goals. It is the course of the structure, the systemic path, and the argumentative path with its three arguments, the Aetos, the Logos, and the Patos, and by following these paths and goals, it becomes clear to us that the text of the book was a cosmic, humane text. Rather, it is a human message, and a basic commandment for every ruler who seeks justice, peace and security for his land and his flock, which makes this book a text that reflects the respect, mercy, and honor of the Islamic civilization that characterized the human being
