Abstract

This study attempts to recapture the spirit of the French Colonial legislation, and its handling of the Algerian issue. From this legislation, we have selected, the reforms of Charles Junar in February, 1919 as they constituted a unique precedent, set by the French Occupation Administration, compared to a list of exceptional laws that were legislated in conducting the matters of the indigenous. Hence; we decided to stand at the first and the most important law (The indigenous law ) and from it, to look at the general context of the issuance of these reforms and their connection with the development movement witnessed by the colonial system in dealing with its colonies ( in the manner of the English colonies in particular, with the appearance of the Dominium...the Commonwealth...) or the ideas which came from the east. In this study we relied on the official journal of the republicans well as some Arabic and French newspapers.
