Abstract

A large part of the studies made in the field of the financial autonomy, focus mainly on the autonomy of the
central governments and too often neglected those who have something to do with local authorities. To bring an
appearance of clarification, we would try to highlight and to clarify the current state of the financial autonomy
of our local government agencies.
The main purpose of this study is to state link (merger) between three local regions with a measure of
autonomy; that of Seddouk, Akbou and that of Béni-Maouche in province of Béjaïa regarding appreciation of
the notion of financial autonomy, that is how these various municipalities feel their financial autonomy,
knowing that they are governed by the same regulation or the same municipal code.
