Bejaia, « Bgayet » in bereber; « Bougie » is the ancient French name of the city because of the sciences and knowledge that the city had, Saldae was its name during the Roman Era and Vaga (blackberry- bush in libyco-berber) is an Algerian city. It is the center of the wilaya (destrict) that has the same name.

Thanks to its geographical location, it is considered as the most important industrial pole of the region, particularly by the focus of several industries in the area and the existing of one of the most important oil and trading ports of Mediterranean region. Bejaia has also an international airport, code AITA: BJA). (Soummam / Abane Ramdane).

It was known during the Roman Era as Saldae, and it becomes in the middle ages one of the most flourishing cities in the Mediterranean coast, capital of the great Muslim dynasties. Firstly it was known in Europe thanks to the good quality of its candles made of beeswax which its name is derived from; Bougie had also played an important role in the dissemination of « Arabic numerals » in the West.

Etymology

The word bougie appeared in the French language in the XIV^e century. Derived from the word Bugaya, this Algerian city had provided a large quantity of wax for the candles industry. The candle as it was developed in the middle XIXe century had distinguished itself from the candle by the raw material and the use of a braided cotton wick. The braiding allows the wick to bend and burn out: so, no need to blow it. So the miserable candle has disappeared and the wax lost its interest.  

Geography

The region which we underline the history is bordered approximately at the West by the peaks of Djurdjura, in the East by the Babors to which the Bibans are attached and that expand to the Southern  East, and dominating the plains of Médjana and Bordj-Bou-Arreridj. A valley, where the Soummam river is winding, separating between the Babor-Biban and Djurdjura, leads toward the South at Ighrem, El Asnam, to a rich plain planted with olive trees and fruit trees, vineyard and other cultivations.

The Gulf of Béjaïa, On the edge of which the city rises in amphitheater, shows a landscape of a vast lack surrounded by a mountain range: firstly the ridge Gouraya that dominates the city ; at its right the peak of

Toudja ; in front and following the ellipse of the coastline we notice the peak of Bou-Andas, the rocky serrations of Béni-Tizi, Djebel Takoucht, Adrar-Amellal, Tizi-Uzerzur, the wide croup of Babors next to the peak of Tababort ; finaly, a blueish silhouette of Jijel.  

When we go far from the city toward Ziama, the gorges of Chaabet-EI-Akhra, we go through a distance of more than thirty kilometers which is  the semi circle formed by the Gulf. The road which runs parallel with the riverside crosses a fertile plain overcame by green picturesque places with thick vegetation.   

The borders of Soummam river that we cross are covered by gorse and oleander separating its banks with wonderful gardens full of fig trees, olive trees, orange trees, apricot trees and others,  

All that shows in these places an intelligent pulse, a lot of initiatives and seriousness in work. After Souk-el-Khemis and its gentle plain, the strip extends along the shore that becomes gradually narrow to lead toward the road to the gorges in the Southern-West.

The gorges show a wonderful landscape with its beauty and proportions. The harshness of overhanging rocks, the severity of mountains rising in both banks of the stream that whispers in the abyss, The road constantly suspended on the abyss, sometime dug in the side of the mountain, sometimes built on masonry arches at the hard places of the side,  different varieties of birds, like black points up there in the sky and they seem to fly on the top of the world, they make feel the fragility of the human being among this beautiful landscape, and none of those who cross it can feel no anxiety ; it is without doubt for this reason that we call it « Chaabet-el-Akhra ».

When we climb the slope of Gouraya and achieve the mausoleum, we enjoy a unique view. Down there, the city appears like a small village of Lilliputians. In the opaline steam of the morning, the skyline desappears and the sky seems to merge with the sea. Toward the southern West, on the side of this mountain, we can see Toudja embedded in the greenery where Inexhaustible sources flow among secular orange grove; and in front, the   Babor and Biban mountains littered with a multiple villages like very small points.

When the sun disappears in the horizon, it leaves golden sparkling clouds, all these mountains are composed of different bright colors and they are reflected clearly on the transparent sheet; this majestic sight tarnishes gradually under the influence of wet steam of the sea going by varied shades. The roadstead offers to this enchanting spectacle a haven to ships and fishing boats which is uncommon to the Mediterranean coasts. It is without doubt, for these reasons that the Phenicians have chosen this place for one of their trading posts, that the Romans maintained and an-Nacer ibn Hammad (des Hammadides) built his capital.

Bien que née tardivement (1983) par rapport à son passé scientifique et culturel de renom, l’Université de Bejaia, établissement public de formation supérieure sous tutelle du Ministère de l’Enseignement Supérieur et de la Recherche Scientifique, a pu s’agrandir et passer d’un effectif de 205 étudiants encadrés par 40 enseignants à son ouverture à un effectif de 22 792 étudiants et 698 enseignants en 2006. Cet essor n’a pu se réaliser qu’avec une diversification judicieuse de ses filières et options.

Visite Expresse de l'Université

L’Université de Bejaia dispose d’une bibliothèque centrale pluridisciplinaire, d’une annexe opérationnelle depuis 2002 et d’une bibliothèque au campus d’Aboudaou ouverte en 2003. Elle couvre plus de 35 spécialités avec un fond documentaire riche et dépassant en ouvrage 146 000 volumes, 2500 titres de thèses et mémoires, 300 titres de revue dont 79 en cour d’abonnement et environ 400 CD ROM.

La diversification de filière de formation, la valorisation de la recherche et le transfert de

compétences lui ont permis d’être parmi les universités les plus performantes du pays.Devant l’importance grandissante de l’informatique dans les domaines de la vie courante et sa large utilisation dans toutes les filières (technologie, économie, médecine…etc.), l’ouverture de cette spécialité est devenue indispensable. La volonté et le dynamisme des différents responsables ont conduit à l’ouverture d’une Ecole Doctorale en Informatique option Réseaux et Systèmes Distribués : c’est la première du genre dans le pays.

L’Université de Bejaia, à l’instar des autres établissements de l’enseignement supérieur, a mis en place le nouveau dispositif d’enseignement LMD des la rentrés 2004/2005, avec comme première étape une proposition de 33 licences dont 19 professionnelles et 14 académiques.

Mr le Secrétaire Général du ministère de l’enseignement supérieur et de la recherche scientifique, représentant de Mr le Ministre, Mr le Wali de la wilaya de Bejaia, Mrs les recteurs, mes chers collègues, honorable assistance, bonjour.

Je remercie vivement Mr le secrétaire général et Mr le wali qui ont honoré de leur présence la cérémonie de mon installation en tant nouveau recteur de l’université Abderrahamane MIRA-Béjaia.

Avant tout, j’exprime ma reconnaissance à Mr le Ministre de l’enseignement supérieur et de la recherche scientifique pour la confiance qu’il a placée en moi en me nommant à l’honorable fonction de recteur.

Conscient de l’ampleur de cette responsabilité et de la noblesse des objectifs assignés à l’université, notamment par la qualité de la formation supérieure, le développement de la recherche scientifique et technologique valorisée par les résultats ainsi que la diffusion de la culture scientifique et technique, je m’engage devant vous à déployer, avec l’aide de tous, les efforts nécessaires pour honorer cette confiance.

J’ai personnellement vu grandir cette université et participé depuis 1989 à son édification. En tant professeur chercheur et ayant eu à gérer de longue date des structures pédagogiques scientifiques et administratives, je mettrai toute mon expérience et toutes mes compétences au profit du progrès et de l’épanouissement de notre institution. Mes mots clé pour la réussite sont le travail, la rigueur, la concertation et le dialogue.

Permettez-moi d’insister sur la notion du travail d’équipe. Il sera fait appel à la contribution de l’ensemble de la composante humaine pour la bonne marche de notre établissement. Nous n’aurons de cesse d’œuvrer pour l’instauration d’un climat serein et d’un esprit de travail marqué par l’écoute, la concertation, le respect et la confiance.

Notre université se doit de rayonner et de s’illustrer à l’échelle nationale et internationale par la qualité de sa formation et le niveau de sa production scientifique. En outre, nous sommes persuadés que le cachet qualité est seul garant de l’employabilité de nos diplômés.

Que nos étudiants puissent compter sur nous et se rassurer que nous sommes là pour eux. Pour cela, nous veillerons à l’amélioration de leur prise en charge pédagogique et scientifique. En collaboration avec la direction des œuvres universitaires et, dans le cadre des dispositions légales, nous travaillerons pour améliorer les conditions et la qualité de leur vie à l’université.

Je tiens à rendre un vibrant hommage à mon collègue et prédécesseur le Professeur MERABET Djoudi pour tous les efforts qu’il a déployés pour le développement de l’université de Bejaia durant son mandat. Mon engagement indéfectible s’inscrit dans le cadre de la continuité de l’effort de développement initié par tous mes prédécesseurs. Je veux également citer le Professeur Bouzid MESSAOUDI premier recteur de 1983 à 1995 et le  Professeur Mohand Said RADJEF recteur de 1995 à 2000. Je leur exprime toute mon estime et toute ma reconnaissance.

Les autorités locales, à leur tête Mr le Wali de la Wilaya de Bejaia, ont toujours joué un rôle de premier rang dans l’édification de l’université. Au nom de la communauté universitaire et en mon nom personnel je tiens à leur exprimer notre meilleur hommage. Bien entendu, nous comptons toujours sur eux pour la pérennité de leur précieux soutien.

Aux élus de notre Wilaya, j’exprime mes salutations les plus sincères et les invite à nous accompagner davantage dans le projet de développement de l’université de Bejaia.

J’ai bien sûr une forte pensée pour les 1427 enseignants chercheurs, les 1079 travailleurs ATS et les 43518 étudiants de l’université de Bejaia qui ont aujourd’hui des attentes légitimes. Je voudrais leur dire mon attachement et ma détermination à travailler avec tous pour l’intérêt de notre institution. Nous apporterons, in chaa allah, notre contribution à l’édification  de notre secteur qui est au service suprême de notre pays.
